What ships
- Submission — the offer as workflow state: the excess-of-loss tower, null-honest economics (an absent figure is a data-quality referral, never a zero) and a stored lifecycle. Cedent, broker, LoB and currency are node-path references into Reinsurance — no duplicated dimensions, and the cedent's rating is read live so it can never drift.
- Guideline — GUW-GL-2026-001 v4.2 as business-rules scopes: the escalation checks, the §6 per-LoB caps, the §4.2 authority ladder (gross line AND term), the verdict & share action. The reference pages render from the rules' own tables, so they cannot drift from the code. The whole rulebook's reference data — §6 caps, §4.2 ladder, §3 Board appetite and §7 regional limits — ships node-per-row under Rulebook/Reference.
- Decision — the governance record: proposed lines, stored status, sign-offs with identity + timestamp. The Governance scope reconciles required vs recorded — self-approval never counts, a decline suppresses escalations, and the stored lifecycle gates the bind.
